The bomber struck shortly after noon in front of a recruiting office in the central Russian city of Nizhnevartovsk.
According to local reports, the fire broke out in the basement of the recruiting office and the youths are still being tracked down by CCTV cameras.
Opposition groups called for an immediate end to the violence in Ukraine, killing at least 20,000 Russian soldiers. Russia’s local media have reported that local battalions are being set on fire on a daily basis. (Video clip distributed by Nizhnevartovsk authorities)
